So, as I understand it, the ability to transfer designs was removed because it would potentially allow a trademaster to steal designs from somebody else's cartel. So, why not reinstate the ability to transfer designs, and simply require that the clan leader sign off on it? I'd read in the log something like this:
It'd let people who've got their own cartels transfer private commissions from other people's cartels, without worrying about stealing.
EDIT: This would be banned for city/commune cartels still.

What about them. Public designs are useable by anyone no? So it shouldn't matter what cartel it is in.

Why not just have it duplicate the design to another cartel, auto-approved? Is there any real need to remove it from the current cartel? I suppose if you were selling a cartel and didn't want certain designs going out, but that'd be a rare occurence and I can't see it making too many problems.

I know that there's a 'public' Serenwilde cartel that had designs stolen away from it and tucked away in a private one, so as long as this didn't apply to those cartels or to public-public designs, I don't personally see an issue with it.
