So far I have found through testing that not having equilibrium or balance, being prone (having the "p" on the prompt) and being transfixed prevents transmuting.

I am fairly certain severedspine prevents it, but didn't test it.

Am I missing any other conditions? As far as I can tell, transmute seems to be prevented by the same conditions that prevent cleansing.

Stunned, prone, off bal/eq. (severspine is prone)
