An updated and publicly available one? No, there is no such thing. Most people have gone to Mushclient/Mudlet.

Mushclient and Mudlet are both free clients. Treant is a free system for Mushclient, and there are a few pay systems out there, too. I'm not up to date on the status of Mudlet systems.

All you need to do is learn the basics of MUSHclient (I did it, thus I'm sure nearly anyone geeky enough to play MUDs can do it). Then, you can try the basic version of Treant (by Iasmos/Zarquan) for free, as well as purchase some really nice plug-ins from the author if you like it.
Ethelon's Avante-Garde 2.0 is also an option, but I'm fairly sure there's an up-front cost to buy it.
If you can't code and you want to have any success at combat, I'm pretty sure these are your only viable options, until one of the other in-progress combat systems (like Vadi's for Mudlet) puts in a full-fledged appearance.
