EDIT: And the "You yanks" comment wasn't directed to anyone in particular. It's just that everytime I see someone from the US trying to tell people what time it is, they use PST as if that explains it all.

Also make sure they are taking into account PDT instead of PST, as we observe Daylight Savings Time in the states. (They should always say PDT instead of PST).

Yeah. UTC basically uses a "leap second." Much akin to a leap year, obviously.
