Isune should be a nice change for Hallifax. I understand the whole bureaucratic and order stuff, but Isune is very emotional and basically a kind being, and it might give more nuances to the city. (Not that they don't exist now, but they kinda get overshadowed by the science aspect of things sometimes).
(Elostian was kind of Spock meets Marvel's Vision meets Casper--not the best for getting or receiving empathy from the citizens).
