My two sovereigns on the topic:

1) Would not be hard to code. Scatter rooms randomly throughout the landscape and don't tell anyone exactly where they are. Leave it up to the players to find and create exits.

2) Financially, there would probably be saps who'd buy underground houses, particularly Geomancers. This leads to more credits, which leads to more money to support Lusternia.

And there needs to be some use for burrow-levels 3-9. One is for immediate usage, two is for in case someone has dig and you want a more efficient escape, but since it's impossible to dig lower than that levels 3-9 are rather moot.

Well there is a imediate use for Burrowing, since i believe you can sip health down there, vitae/burrow is very useful for running away. It'd be cool if Tremors and such did more effect if they were underground, like Poisongas does, and well Rockslide, and Stonerain would be uneffective. Maybe Pollute would like actually be effective if it did stuff when they were underground Yeah i know, pollute and doing something

It'd be cool to underground Villages, though not having influencable ones, just bashing ones, like a Village of Gravediggers
