Not even that. None of the planes belong to anyone, you can be killed even on "your city's" plane. Don't travel to a plane unless you accept there is a reasonable chance of being killed.

As far as sending rampaging magnagorians into the Earth plane looking for raiders, Ibsen does it because the earth plane is his demesne, and killing invaders himself is just so stressful. The earth plane doesn't belong to Magnagora explicitly no, but the caves are his *home*, and Ibsen is rarely in the mood for guests.
He tolerates Magnagorians because it's a necessary evil. If he killed everyone who came in, he'd never be allowed back into the prime plane, and he'd never get help with all these pesky New Celestians who wander in.

Uhm.....except for some Viscanti who feel at home in a tainted area Magnagora doesn't depend on the taint in any way. They existed and lived nicely before the taint came to the world, your reasoning, Silvanus, is..uhm..faulty.

It's not really sad. The planes are designed as battle grounds. That's why the Avenger doesn't protect you there. Combat and strife is a big part of the game, not everyone will fight, but everyone will probably die now and then, because Lusternia is a dangerous place, and the planes even more so.

Just because Magnagora could survive without the Taint before it was Tainted does not mean it can anymore.
Gaudiguch and Hallifax, who had a similar relationship to Magnagora and Celeste, cut each other off from Time because Hallifax ventured onto the planes of Fire and Vortex. Do you really think Magnagora is going to let Celeste stroll on through Nil whenever they feel like it?

The city power quests clearly show what type of relationship the cities have to their planes.
And we are talking about planes of existance here, not just another territory... its a whole perspective on reality.
