I think that depends on the amount of people working on their return, the divines probably just need to make sure there's enough people to run an entire city properly.

I don't think the number of people interested in attempting to run the cities and their guilds will be an issue. In fact, I'd imagine it will be quite like when Lusternia first opened, and everyone will bite each other's heads off and push each other around in an effort to get noticed and appointed a leadership position. What fun!

Remember when the 12th of Lacostian accidentally repeated itself over and over again in Aetolia so the Divine BSed some crazy event with 12 swords and 12 stones or something crazy like that? I was amused at the effort, if nothing else. Not to mention everyone going crazy and thinking it actually meant something.
