Celestians are confused about whether they are priests or fighters, very few are certainly one or the other and too few are both. I think Celest is too full of pacifists because we all have bi-polar disorders.
Divine who could inspire and lead by example and the occasional poke would be good for the city.
Isune is good for Celest, and compassion is not all flowers and luvvy stuff. I think we just need a foil for her.

Hehe, I guess you've never seen my Celestine when someone like Vissy comes in the city. He's downright evil in his obsession with Light and destroying the taint, at any cost.

I think it should be brought up, that not all within the city are pacifist, but merely they don't care much for the city itself, and are there for other reasons tieing them in.
Think about them as like rogues. A rogue(in oterh IRE games) stays in the guild till they have class; they are only in teh guild so that they can retain their skills and learn it all too. Soomeone migth still be part of the city so that they can gain what they need form it (ie a power link from to pool), and then just leave the place be.

Not always, and that was an example of what it's like, as there can be numerous reasons. And so longas the person is playign it out in a certain way that it coudl make sense, say, you're acting as a spy, or leeching off of the city to live and do other things.
