A motto or a warcry is not something that should be changed all the time. If you have a warcry, you are fighting for something, even if it is yourself. A personal motto is no less important.
Mottos and warcries should be submitted to the Divine for permission. They could approve 10-20 in just one minute, so it wouldn't be a huge workload.
I think that fixing the mottos and warcries are one step towards helping roleplay a Lot.

And make it that they can't be changed on a whim. Make it have a cost, 1k? 2k?

I'm liking this a lot. *just been subjected to Munsia mottoing about Jelek's nuts dropping and laughing hysterically as though it was actually funny* I actually think the fine thing is better than the issuey thing though. Not only does it save the Gods time, but it works kinda like a reincarnation. As in it costs you gold to change it. I'm thinking it should be free the first time though, in the same way.

I don't know about you, but that's a whim for plenty of people, 1/2 to 1 credit. Instead... The first one is free, then you have to wait at least x number of years (2, maybe?) and the second one is 2k... Same for the rest, except the price keeps going up by 2k, so after 20 years and 220k (total) gold, you can have your 21st warcry...
Edit: I should say, the first one is free after you're not a novice, at which point you hopefully know what a warcry is.

But what I think is a MUCH better idea, is that whenever you see someone with a stupid warcry, send them a message telling them why its stupid and bad. For example. warcry equals = So and So says "Something taken out of context" Message So and So.. Really now, are you going to be quoting a person everytime you charge into a fight... come up with something interesting.

I'm going to go with newbie rather than novice here, since most other things seem to be, there's probably a good reason behind that.

Well.. I would say that being not-a-newbie doesn't necessarily mean you know what's going on, just that you've managed to figure out kicking at rats. Being not-a-novice means you've played for a while, at least, so you've had more of a chance to learn things. I haven't actully gone so far as to make an alt and try power leveling, but I'm guessing that someone dedicated to kicking (or cursing) things could get to, say, level 40 in 24 hours of playing time.

Just make them like tittles, only able to be changed by the guild/city leadership. It has saved some stupid tittles (not all, but some).

Having power leveled a Wytchen on Imperian, that's not difficult, at all (level 21 in less than 2 hours? don't remember the exact timing).
Edit: Note: I was bashing entirely alone, newbie areas and spiders, with nothing but their -very- low bleed curse learned at that point.
