Roul's plan still is to become head of a guild of Thieves. But of course, that would involve a new city (one of the ones that people wanted to revive), PvP stealing mechanics, store stealing mechanics, omg ranged weaponry (maybe), and a stealth skillset.

Well, you know, just because the story needs James Bond to fail to stop the Evil Overlord in the first act, that doesn't mean it's not James's ambition. And the same is true in reverse in the last act. So while maybe OOC we know that Gloriana will never be cleansed and Glomdoring will definitely become a commune (though if there's anywhere where we're not 100% sure, it's here, but we're still awful damned sure), that doesn't mean people won't have ambitions about it. Heck, I remember plainly when the ambition of forming a Glomdoring commune was the impossible dream and people got lauded for sticking by it because it was IC for them to do so. It's just as IC to stick by trying to stop it when that's impossible too.
