Well, I know how much it would annoy me if my (already decidedly sub-par) broadcasting skills were downgraded more, so I won't suggest that this apply to communications coming out of the Astral or whatever, but if you look at the histories with Lolly Pringle, I think it would be interesting if some measure of communications come from other planes, but distorted, either as though drunk or like when you mutter.
I can see how some people would find this annoying, but I just think it would be an interesting twist. Also, the guards could do this if they died on another plane (or someone was on another plane when they died on the Prime.)

Hmm, you seem to have failed to notice the fact that on planes they already had access too, thier transmissions were fine. Astral was new to them, thier skills had not yet developed to transmit that far. It's been along time, and we have learned.

Yeah, I just realised I probably worded that badly. What I meant was for the people WITHOUT the necessary communications skills could STILL reach "up there", but it would be distorted.
