It wouldn't have ever been directed at a "normal" citizen. This is Kaileigh. She's a detriment to the city in a way as bad as Shiro ever was, only she's not nearly as apt a fighter. Regardless, Kaileigh can't just blow up and expect everyone to just step back and let her blow off steam until she's ready to be civil again. Celest might have a lot of idiots in it, but the Celest channel isn't the Idiots board.
