IRE doesn't seem to attract truly evil characters. Or if it has, they've been prior to... several years ago. (I lost track.)

Killing people doesn't make you evil. Nor does not killing people make you good. Pure evil, chaotic or otherwise, has to do with a lack of conscience, lack of care, generally a lack of things. If you kill someone, it tends to be because you care in some miniscule way. Evil doesn't care. Evil just does.
