Well, my thoughts have all been expressed here already, and I'm not one to simply post "I agree", I'm afraid.

Anywho, people not talking: Get It On. Post something. I'm a lot more suspicious of lurkers than I am of wafflers: the former seem shifty, the latter just seem like they don't know wtf they're doing. Hanging on for someone else to do something is even more suspicious - makes it sound like you're waiting for a bandwagon to hop on, n'est ce pas? And if the game's going slowly, the person with the most votes is lynched, even if the amount of votes is something minuscule like two. Ergo it's always better to push for action, at least in the early stages of the game, since even ill-informed voting is preferable to sheer randomness.
