Hmm. The OP hasn't been updated in a while, and I haven't really kept track of things, but the people alive are Jack, Phoebus, Ilyssa, Llesvelt and Akeley, yes? With two scum and three town... then perhaps. If the inactive is scum, then no. If the inactive is town and also the target of the scum, then no. If the inactive is town and the scum targetted someone else (and it actually went through), then yes.

The people alive are me, Ake, Phoebus and Llesvelt, with one scum and three town (otherwise we'd be hosed, two scum = voteblocking = town defeat). Looks like Lles has bailed on us.
