This, however, is not defensible. It's part of a strategy I've noticed some more veteran mafia players doing. They accuse someone of being scum: if they person defends themself, "ZOMG THEY'RE DEFENSIVE, LYNCH"; if they're flippant/don't defend, "ZOMG THEY HAVE NO DEFENCE, LYNCH". It's win/win. Generally, players who do this are either 100% sure of their instinct, and trying their utmost to convince others - or they're scum and pushing real hard to lynch a townie. In this case I think Bali knows this, and is trying to come across as shifty as possible without outright shouting "PLEASE LYNCH ME".

To reiterate, don't lynch Bali. If we still had our vig I'd say nightkill him instead. I don't want us wasting a day if he's a jester - or worse, a bomb.
