If you don't want to be killed, don't be involved in conflict or an organization which is involved in conflict. Brona kills people here and there on astral, mainly because I can't find them anywhere but there. Ie. Brona killed Charis on astral after not finding her out of the Commune in a few RL days after she had been defiling a Raezon shrine. After I kill her, I had to listen to about 5 minutes of bitching via tells about how Astral is a no playerkilling zone because of unwritten law and honor. This is where I laughed.

If I see someone who doesn't belong on Nil, I kill them or run them off. If I see someoen on Earth plane, I kill them and run them off because I do not wish for them to have dark essence to help Celest or Serenwilde. Lastly, if I see my enemies on Astral, you better be damn sure I'm coming at them if I can find a way and I feel I can kill them without being swarmed against by a small army of the inhabitants of that sphere.

Until Estarra, herself, comes down and tells us all that playerkilling is bad and we should only -ever- do it on Nil or Celestia accept that life and death is a normal part of the game. Deal with it. If you don't want to die, don't place yourself in a situation where that might happen.

I disagree that elemental planes are less linked to cities then the cosmic planes. The evidence presented via enemying and such is only because of named, loyal denizens and quests in one area that, sadly, don't exist in the other. Aquamancers and Geomancers alike have requested greater RP ties to their planes, and the cities will undoubtedly treat them that way regardless of whether the quests are placed or not. I think this is a problem in other ways:

A. There is a desire to have PK occur off the prime, thus spake Estarra.
theletterb. Travel between the planes is harder then might have been anticipated.
-I am not aware of any rifts currently.
-I have to either get help or walk to Glomdoring (which someday won't be an option either) just to get to another plane.
-If I'm on Water or Celestia, chances are I'm up to no good, and I'm not alone. I'm not one of the scary guys, but I can't imagine Celest letting me romp about the water plane...and frankly, I see NO reason they should.
-I personally don't piss of Serenwilde more then I have to because they could make my travel through the Ethereal plane (my only self-sufficient method of interplaner travel) more difficult.

C. There are, to our knowledge, a limited number of quests on outer plans that effect the other cities. They are there, I'm aware of the well known ones, but they have also (for good reason) been made nearly impossible in many cases. Otherwise, Magnagora would have drained the pool dry and even more people would have quit.

D. Astral is a glorified Moghedu, and won't even be that for too long. I can manage pretty easily up there, and I'm only level 60. I always thought Astral would be SO dangerous it would REQUIRE groups...couple ur'guard to tank goats and a half dozen others to fight and channel energy. I expected group forays into Astral to be a common thing...It isn't like the Underworld in Achaea because there ARE no deathknights, no ur'vampires, not even any giant ghasts.

E. There is currently very little reason to take combat to the planes from a player perspective. Almost everything we care about is on the prime. Of -course- most of the fighting will happen there. I've always been a little confused why anyone thought it would be otherwise. Why would we fight on Astral? Unless there is a plot where we (again?) have to find the 4 missing clues that are somewhere on Astral, or we're taking revenge on someone who hides normally, or just bloodthirsty...there's really nothing to fight over...
