By evil I mean the generally accepted definition of evil. The dictionary has this to say of evil:
1. Morally bad or wrong; wicked: an evil tyrant.
2. Causing ruin, injury, or pain; harmful: the evil effects of a poor diet.
3. Characterized by or indicating future misfortune; ominous: evil omens.
4. Bad or blameworthy by report; infamous: an evil reputation.
5. Characterized by anger or spite; malicious: an evil temper.

1. The quality of being morally bad or wrong; wickedness.
2. That which causes harm, misfortune, or destruction: a leader's power to do both good and evil.
3. An evil force, power, or personification.
4. Something that is a cause or source of suffering, injury, or destruction: the social evils of poverty and injustice.
That is, one who inflicts pain and suffering, one who goes against the generally help moral beliefs of an organization, and one who is widely hated or feared for these acts. I'd say a good 2/3 of the Basin is opposed to Guido, and thus he is considered amoral and is disliked by the majority. He also had a strong reputation for those things commonly held to be 'bad', or 'evil', namely being a traitor to multiple causes, a being fueled by hatred, and one who cares little for anyone else.

Evil is a simple term to use. Every time Guido describes himself, does he have to say 'socipathic, inflammatory heretic who seeks to destroy the living world through machinations to release an ancient, Soulless god of death and destruction'?

Rexali looks at Guido as a mild amusement. The neighborhood kid who yells at you "I'm going to nuke your house, wee!" Yeah, whatever, kid.
That isn't to say, that if he notices something odd going on, like, oh, a nuclear reactor sprouting in the neighborhood, he won't take a newfound interest in Guido's goings on.
Rexali, as a character, came to be from a simple developmental process.
I saw the histories before Lusternia came about. I liked the idea of Viscanti, being able to be totally different while being the same, and liked the RP potential of Lucidians. As Hallifax was not a playable city, a Magnagoran, tainted Lucidian. His entire family line is thus: A lucidian was tainted by the touch of Kethuru. That lucidian kept a portion of his former logical capabilities, although he was a tainted lucidian. The males mated directly with tainted lucidians, or pure lucidians, who were either voluntary or... not.
Thus, Rexali, who is as close to a Lucidian as a Viscanti will -ever- be.
That isn't to say his logic isn't warped in interesting ways. VERY Machiavellian.
