Why not outright state that summoning to just outside a city/village, then beckoning/tackling/... in is illegal? Then state that anybody who does so will be severely disfavoured or pacified (or set upon by 20 Avatars) anybody who does it?

Anybody with half a clue is going to just.. not do that.

That removes the need for complicated code to catch every possible scenario.
