I'm confused why nihilists were given the ability to order people to do things, when it's stopped by deafness, and we don't have an ability that strips deafness?

You're missing the point, nihilists don't have the ability to strip deafness at all, geomancers don't and I'm not sure if ur'Guard do, but even if they did that still wouldn't be the point.

We've got a 100% useless skill here in a class that is already starting to seem like a joke to me with everything requiring the person to be entangled while none of the celestian skills do.

Dominate is a more RP skill, I think. As, you know, Luciphage being the Supreme Master and getting their by dominating the other Demon Lords through trickery and brainwash.

Yes, hexes is useless, but the option is indeed there. I hope some updates are made to hexes.

Dominate is incredibly fun and a lot of people don't walk around deaf.

Probably be more useful if sensivity pact effect stripped deafness, so I'll include that as an idea.

Ok then, thank you (Tuek?) I didn't know that actually. While dominate becomes much less useful if you don't have tarot and hexes is quite bad, that does make me feel better to know that there is a way to handle it.

Oh, yes, the sensitivity investable power should strip deafness as well. Sensitivity always strips deafness first before it afflicts. So if I have deafness up, you need to hit me with sensitivity twice in order to give the actual affliction.
