There is a difference between punishment and screwing over. Giving one person control over another ones abilities is dumb.

If you hadnt noticed, Power ministers do have the power over others abilities to a limited extent.

You could always go to astral for power, but yeah they have SOME control.

Heck, power AIDES have control over people's powers to an extent.
