Well, Gwylifar feels all responsible for the adders, so he checks on them regularly, has been all along. (Auseklis, I'm already not counting on it.
) Now, if someone starts killing them a little, that's fine. Hunting is part of life and not a problem, for the adders the same as everything else out there that we all hunt.
But if they start declining in numbers or showing other signs of weakness, Gwylifar will notice, and will investigate. And if initial investigations don't reveal the cause he'll use more intense efforts. Eventually it's likely something will come of it: hence, consequences.
If you ask Gwylifar IC (and several have) when it's okay to hunt them, he'll say, it's probably all right now to do so in limited amounts, but it might be better to wait a year. He's personally waiting until spring. He'd also point out there's little reason for most people to want to hunt them. They're not good hunting experience, and there's no demand for the poison.
That won't stop someone hunting them just to try to undo what's been done, of course. I'm open to the possibilities. Maybe there'll be a struggle over them, maybe there won't. I love not being sure.

The investigations would be entirely IC and inspired by IC observations. I'm not sure what made you think otherwise.
The first time I see something's wrong in Oleanvir, I can't sniff the ground and find the scent of who was there, or anything. But I can watch for things other ways. Hidden patrols; third eye and scry; and so many other possibilities. Cat and mouse games.
That's assuming that someone doesn't find a way to completely destroy them on the first try and prevent any more from being hatched, all done under cover of secrecy. Now, if that should happen, there's not much Gwylifar can do.
