I think that lucidians were in fact the brains of all Hallifax, and the institute the center of Hallifax research which Lars was leader. I believe that making something such as a "Batallion" clan which is probably focused on the muscle aspect of Hallifax should be completely different from Institute related. So... yeah, Ladantine is a tool.

Wondering about a few things. In your history of this batallion, what was its stance towards Celest? How come they didn't go to them for aid?
Is the clan revolved around the musle-power of Hallifax (you mentioned knighthood), so it's not really for those who are planning to become...intellects?

Well, I will probably allow people from Celest to join.
I'm pretty sure that Celest was destroyed early in the taint wars so they didn't attempt to head there.
EDIT: Two Celestians in the clan already, though if I try to use it for fighting that might not work. We will have to see I suppose.

Is there no fine in Magnagora for being in one of these clans anymore? I know of people who resigned from joining because of it in the past.

Naw, the fine has pretty much gone now. It was used to chase the originals out *point Karrah*, because Magnagora considered Hallifax and Gaudiguch as threats initially. But now that all the clans are neutral for the most part and there was a delay in city development, I'm sure you can get back into Magnagora without paying the fine.

Also on a seperate note, Gaudiguch and Hallifax should not be compared alliances with other cities, as all cities seriously differ in belief and culture. Also elements should not be compared either, Estarra did smart in pitting Earth against Water, instead of the common elemental stereotypes.
Plus things change, because of the previous universal effort to prevent release the new cities, the Gaudiguch and Hallifax expeditions have formed a strong alliance, despite old racial tensions. Many one dimensional people assume that Gaudiguch and Hallifax will fight each other. Think outside the box.
