No, the playerbase would occasionally complain about one or two abilities that were overpowered in certain situations. Most recent example would be Noctusari and the pit of Golgotha. Since there was a war going on, it was decided that a single Noctusari able to temporarily put 20 people out of action (not necessarily kill) for a short period of time was to powerful, so several fixes were made that made the skill arguably cooler, while still balancing it.
Also on note, was they balanced out Cataclysm a bit, this also due to it being used a lot in the war, and it was discovered it was to powerful in certain situations (Also, Cataclysm is still worldwide over there, unlike Achaea where it is local area only, I wish Rage was more like Imperian Cataclysm ). Both sides more or less agreed on the fact that those abilities needed some tweaking.

I had Warden Bows in mind.
Mind you they changed that some time ago, but for a while it was all the rage to complain about Wardens and thier bows.

Of course, it was an oversight, the damage that is. However, while people complained, I was able to handle bowmanship just fine, it was just a lot more of a mobile form of combat, not two people sit in a room and take and give the hits till one person dies, more of lots of them moving, lots of me moving out of the line of sight, and in and out of doors, etc.

Oh! and lets not forget at opening all the complaints about Bladedancers. Actually, everytime a new guild opened up everyone complained it was overpowered.

I'm just saying, Imperian combat is finesse. If things were overpowered, there would be things that would kill no matter what. However, the top-fighters in Imperian cannot kill eachother, and can take whatever they do all day long. That is balanced.
