Well, Imperian had artifact auctions before, and now they just announced a new one.
Basically, what it comes down too, is it's an auction selling unique, one of a kind artifacts, that cannot be purchased normally (like from an artifact shop). Some are auctioned off for gold, some for credits, and every auction has new items, sometimes with a few returning items.

We will be holding an auction on March 19th at Midnight GMT. That is
Saturday at 4PM PST.
The following items will be sold for credits. We may be selling more
then one, we may not.
Market Stall
- A very hot item fom the previous auction, this is basicly a
movable shop.
Stone Figurine
- Make your own stonewalls. (requires stone comms)
Monocle of Acuity
- Observe or glance witout using balance.
Wyvern's Collar
- Gives the user the use of the vitality ability.
Pipe Filter
- Reduces pipe balance.
Phantom mask
- Another very hot artifact. This item works just like the famous
Idrasi masks.
Protection Rings
- These will be individually named at the auction. In short, each
will offer 10% damage reduction from a single damage type. The
damage types will be - fire, cold, poison, asphyxiation,
electricity, and psychic.
House
- A custom, 5 room house, outside a city.
And a few other items we will announce as we get closer.
We will also be auctioning the following items for gold.
1. Silver Bracelet
2. Truesilver Ring
3. Shield of the Protector
4. Level 1 weapon artifact (Bidder Choice)
5. Orphanim Angel Wings
6. A couple other items we will announce later.

Before some of you are forced back into school, we figure it is a great
time to have an artifact celebration. For the next 3 weeks we will have
a 25% sale on artifacts AND then on September 4th we will have an
artifact auction.
Check out some of these new and older items that you can only get at the
upcoming auction!
Market Stall: This item rocks. In short, you can set up a small shop
(like the city ones) in any urban, road or path environment. It does not
need to be in a city or council.
Tent: A portable indoor room.... imagine the uses.
A Phantom Mask: Like those Idrasi masks? You will like one of these.
House: 6 normal rooms, outside a city or anywhere you want. It needs to
fit within the game design however, and is subject to my judgement.
Boots of Acrobatics: Use the frontflip, backflip and kipup skills.
Bone Shard: Throw this object at the ground or to another room,
afflicting everyone in the room with random afflictions. Great party
gag!
Angelic Medallion and the Demonic Sigil: These items will give you the
appearance of an angel/demon. More importantly they will randomly raise
a single stat from 1 to 3 points. The stat type and amount will randomly
change every Imperian month.
Custom Wings: These wings will take you to a custom portal room.

Edit: And just in case you were wondering, kipup is the ability to stand up while off balance or equilibrium. Frontflip and Backflip are sort of like instant tumble.

Well, the last auction, they sold three. Two for credits, and one for gold. The first one went for like 1800 credits. The second went for 1400 credits I think.
The last one went for gold and was sold for a ridiculously low price (like 750k). I think all the gold had been used on other artifacts and so no one had enough to bid on it.

Edit: The NON-Combat arties in an action are an exquisite idea, but definately no arties that help in combat.

No, buckawns boots should NEVER exist. To many classes rely on entanglement. Nihilists for starters, and if web was blockable like that, your damage needs to be tweaked a lot, even still it does.
And those artifacts are non-combat related. None of them give to much of an advantage.

wha? almost all of those affect combat. The only one that doesn't is the market stall, and that I think is a HUGE advantage to being able to get more gold.

Ixion, It is the artie-whores that make it possible for you to have a Lusternia to play.
It is a bit tiresome seeing people who barely support the game financially (if they support the game at all) be allowed to insult those players who do. They carry themselves with this false sense of superiority thinking they earned all of the power they have because they have not spent any money on credits. They cry about how the artie-whores (read actual financial supporters of the game) may gain a leg up on the real players who put real work in (more playtime actually). They actually feel non-support of the game is a badge of honor. It is really downright silly, and shows a lack of understanding of how the real world works.

We all support Lusternia in our own ways. I've bought credits, enough to make me happy with my skills, but I really don't feel like spending money on artifacts that overall wont help me out much (Though I'd love a cubix, paintbrush and spatula).
Other people think differently and they're entitled to that opinion, just as they're entitled to call you an arti-whore. You can just call them a piss-poor loser in return
As for artifact sales, I've never really worried about them, as long as none of the artifacts are too overpowered (like those darned rings of returning, stupid uber-pathfinder).
Buckawn boots really aren't needed on Lusternia, considering it'd only stop abjure web.
