I've noticed that the people who kill unnecessarily build up a reputation. Perhaps, instead of a coded feature that players use to curb PK, why not give people that build up a strong enough reputation for needless killing a permanent pacification until they decide to follow the rules?
If RP credibility can be measured, why can't killing? If player X jumps and kills novices etc for a while, people will notice. Perhaps they could report it or something. Each report could be worth 1 point. If a person collects 10 points, they are pacified until they promise to follow the rules. If they then break the rules, perhaps they will get one more temporary pacification. If they do it again, a permanent pacification could be implemented.
Avenger + declare would keep out excessive but not exactly unnecessary killing down. Karma wouldn't be required, which I'm sure you'll agree will keep many people happy. (The blessings seem kind of cool, perhaps they could be kept as a reward for questing instead of killing?)
Any thoughts?

On the other hand, how would you define a novice? Anyone below 21? Or anyone who can't fight? Plus that still allows them to jump anyone who isn't a novice for no reason, unless you are saying to allow them to be reported for killing non novices too. In which case... *waits for screams of Achaea*
