Seems illogical, they make raiding with a group nearly impossible, and difficult because of the small chance they'll use conjuctio. Why not change it, so you can follow those who are enemied to the territory as well in? Seems simple enough.

Do me a favor and take a trip to Acknor. You will find one set of guards at one statue. So... let me get this straight... the fear on the statue is supposed to make me flee deeper into the village because running down Acknor Road where there are no other statues or guards is somehow "pushing me towards maximum damage."
Furthermore, I'd like to bring you up to speed on a huge difference between Achaea and Lusternia:
In Lusternia, any method to force a person into enemy defenses (guards, statues) within a village or city/commune possessed by said enemy is illegal. This includes forcing, summoning, beckoning, gusting, tackling, using the rad rune, etc. Whereas fear is certainly not a method that has a 100% chance of working, none of the others are either. However, that doesn't make them any less illegal.

It's legal if you walk into it yourself Narsrim, fear is allowed to help with that.
I got issued like 4 times for empressing someone one or two rooms from guards while they ran into the guards and statue, either by fear or just stupidity, ('course I walled off the only other exit)...and the issues were all dropped.
As long as you don't force them with pooka, domination, beckon, summon or empress, INTO the guards, it's allowed.

Actually I've been warned not to use fear by the divine because it is illegal to use to force someone into Enemy Territory.

Well I never actually used abjure fear, but my tail gave shyness I think... and the statue gave hallucinations, which on its part caused fear, which made them run into the guards. Indirect fear seems to be allowed.
But most of the time they walked into it by themself, cause the wall blocked the other exit and they didn't feel like igniting it apparently.
