Maybe someone could enlighten me on what exactly the issue with the current system. As you know, we do listen to constructive criticism and are not adverse to changing things in response.
For those who don't like the present system, I'm wondering what it is you are actually looking for. The number of people who have you as suspect I think is a pretty good determination of how often you PK in a haphazard manner. Do you consider a "PK game" to be a realm where you can PK all you want, any time, anywhere, without any consequence or repurcussions? I think many people would take issue with that and the realm would be much smaller than you may imagine if that was the tack we take.
On the other hand, I think Lusternia still is a pretty heavy PK realm. You can kill without consequence on other planes or enemies who invade enemy territory. The declare/defend system allows you to know when you attack outside of these boundaries. We consider that, yes, sometimes there are valid RP reasons to PK in neutral, prime territories. Again, as posted in the announce, if you maintain a low number of suspects, karmic curses have low impact and can be dealt with and viewed in terms of RP manner.
It may interest you to know that almost 80% of those of you who are listed as suspect are listed on 5 or few suspect lists. Indeed, when you go over 5 suspects, you hit a middle ground where curses have a little more meaning. About 15% of those listed as suspect are listed on 6-10 suspect lists. We consider this a middle ground. (At 10 suspects, it costs 70% for you to lift a curse and 30% for someone to curse. you.) Those who are listed between 11-15 suspect lists account for about 3% and those who have 16 or more suspects falls less than 3%. These percentages only account for those who are on 1 or more suspect list--the overwhelming majority of people aren't listed on any suspect list.
So karma will have an enormous impact on less than 3% of those who engage in PK in neutral areas on the prime. Nearly 80% who have PKed on neutral areas on the prime will experience an almost neglible impact on gameplay. The rest fall somewhere in between and can weigh the repercussions on whether or not they have a valid reason to PK and perhaps be more circumspect before attacking another.
It seems to me that this system addresses most concerns brought up, has enough wiggle room for those who do have valid reasons to PK outside the normal boundaries, and only greatly impacts those who think neutral territory on the prime is nothing but an area to hunt for the sake of PK. Again, very, very few people fall in this category (we're talking 5 people in the entire realm who have such huge numbers of suspects). Do we cater to the PK needs of these 5 people or come up with a compromise? It is my hope that this latest update is such a compromise.

Someone curse Yrael or Silvanus, as we've all seen, they have sooooo many suspects.
I rarely have more than a few suspects, because when I enter enemy territory, I never bother fighting back, just get the dwarves and leaves, and perhaps see if they try to attack me outside enemy territory. Or, I can kill them in the enemy territory, then go right back a few minutes later, and they'll usually drop suspect to attack me again.

The problem with karma? Why does it need to be suspect and not veangance instead? I find a problem with it. Most of the people in Magnagora enjoy raiding. What fun is raiding if you'll just get slammed with curses x10? The lifting take 100 karma to lift if you succeed in gettin that many kills. Now people will be in Astral searching to kill, or raiding cosmic more. Enjoy bashing in Astral! As soon as I entered Astral just afew moments ago, Narsrim started summoning. Now we know what he's bashing astral for. Now it isn't a matter of getting suspect on Prime. Yea, now we can team up and head to Astral and PK there. Much fun when people want to grow levels instead. So you can't fight on Cosmic much, they can use ripple. Can't bash on Astral, now people will gather up and stick around just killing there. Ok..Can't karma just have stayed the way it was?

I don't really understand this. If you raid an enemy village (which I assume means you are killing village denizens), and then defenders come in and attack you first, you can defend yourself and kill them without gaining suspect.

To be honest, I think its a combination of rulings that we deem daft and a feeling of ever increasing restrictions on the game.
You say you want more fighting and pk off of prime, but the only way its available for the third of the guilds is to hitch a ride on someone elses back to the areas because they can't afford the 2k credits a pop to be able to pk off of prime. I know I sure as hell don't want to have to go "please sirs, can I get a lift upto (insert random plane here) because I can't afford a cubix and want to be able to fight".
Then there is the feeling that its pretty much useless to even go and defend against someone raiding because they can escape with ease and the moment you start pursuing them you end up having to declare because of the bloody area rules.
Oh you might also want to look at the really daft rulings like the recent one about scrying someone with aethersight being spamming and codify the rules so they start making sense instead of looking like they were made up on the spur of the moment by someone without half a clue as to practicalities in the game.
Don't get me wrong, 99% of the time I love this game - which is evidenced by the fact that I still play it - but its just the one percent where it looks like you are trying to make the game a "snuggle bunny chatroom" and invalidate the PK basis any IRE game is founded on that makes most of the people who even think about pking just go "Why the hell do we bother".

Wasn't it supposed to be like that though? I mean, I thought the other planes were meant to be where most of the killing and fighting were to happen. That's why the Avenger and what-not doesn't count up there right? Or am I completely mistaken?
