I think what it is, is that rogues are often either 1. forced to leave their ties, 2. or willing leave their ties, 3. or simply feel unsuitable for where they are at present. Most rogues leave city and Guild... But quite a few retain their Divine Order from before, since it becomes one of the few meaningful organizations that will take them without changing themselves in the extreme.
