I can't afford sparkle right now. I have 2500 life and 3600 with cannabalize, putre + goat damage with mercy and health sips makes me still have to fly and chant Shadow (I am only level 52) Its not a matter of me not knowing how to use my skills.

If you're fighting one mob at once, that might be true, but not when there are three of them. (I can see how taking two without sipping is possible with high regen and some criticals.)

Meh as a level 70 Dracnari Ur'Guard with putre but no surge, I have to sip against anything, I can handle one of anything there but have to puella and run against two or more of virtually anything in Astral.

I think attacking people while they're bashing is pretty petty. According to Rakor, it doesn't look like he was even a threat to Narsrim or had done anything in the past to harm him.

Open PK or not, I don't like the idea of "He's tainted so he has to die," especially if you target those who you know don't stand a chance (In the event nothing was done against you anyway).

The problem is, astral is the only place in all of Lusternia that's not on prime, coming even remotely close to being a decent battlefield for PK. Where else are people supposed to fight?
