This will message everybody in Celest from CR4 and above.

or clan: MESSAGE TSC MOO!
This will message everybody in the clan The Star Council.

And the one which initiated my whining:

Aides to a Ministry: MESSAGE CULTURE I WANT YOU HERE NOW!
This will message everybody from the ministry of culture in the city.

Please no. Or atleast add a price to mass-messaging. I really don't want to recieve every bit of spam someone thinks is somewhat useful.

allies: 100 gold per ally, only if they've got you allied as well and you just get a generic "You send the following message to your allies:"

or city: 10 gold per citizen, only if you're a minister/ruling council/leader/cr6, generic message "You send the following message to the citizens of -yourcity-:"

or clan: 100 gold per clan member, Generic message, only people that are members of clan.. investable power? "You send the following message to the members of -clan-":"

Aides to a Ministry: Only Minister, 50 gold per aide, "You send the following message to your aides:"

A better restriction than gold might be to make it so that you must:
A. Be a member of the organization you wish to message (e.g., be the Minister of Culture, or a Cultural Aide).
B. In the case of Guilds/Cities/Orders, be in a leadership position (GM, GA, Champ, or Council/Leader, or Orderhead).

Yeah you gotta be an authority figure to do it.

So put it in the Clan Exec_summary, put it in the CR, put it in the OR and GR and put it with the Ministries.

GA/GC/GM only, 10 gold per member "You send the following message to your guild members"
GC only 10 gold per security "You send the following message to your guild security aides"
GC/GM/GA only 10 gold per protector "You send the following message to your guild protectors"

Copy past with Ministers for City Leader only.

I think that would be a great idea for org leaders!

Hmm, I missed that. I disagree with having it availble to CR6 folks though, because they don't have a reason to message everyone in the city: that's for the Leaders, Council, and maybe the Ministers who actually lead the city.

Having it available solely to leadership positions makes it more accountable because you've got less people with access to it, and thus less spam, and also because that could provide an impetus to remove someone from a leadership position if they sit around spamming pointless things all day, be that via contestation or via simple removal from power (in case of Ministers, invested clanmembers, etc.)
