Yes, I know you can pick a guild + corresponding city whilst in the tour. But, as you get an option to wait until you've read a bit more on them, it might be nice if..well, not Certimene, but you could like request a favour of Lachesis once as a novice that lets you change guild without having to go via one of the guild/commune folks.
It's just that some people are overly harsh with converting novices, and there's no reason why they should have to go through any more bother than a brand new one fresh from the portal.

None I can call to mind, but there's the odd "why do you want to join this guild blah blah" that since the novices just coming out of the portal don't have to put up with, I don't think the others should. (Especially when they run the risk of making an insatisfactory answer and getting refused. There was one novice in the Moondancers recently that didn't get refused, but did have to wait for way too long. Let me see if I can find his name. No, I can't. )

Well it did take my friend close to a hour to become a novice in the celestine do to someone wanting him to go through a bunch of crap.

I strongly agree. Before level 21, if they didn't pick a guild during the introduction, let them join via a denizen. Heck, you could have Trader Bob do it, or have another 'in' entrance that leads to a recruitment center in the back of his store. Even have posters telling all about the guilds.

Or they could just.. get directed to speak to someone on HELP -guildname-, who can help them out and make sure that the guild is what they want?

A )Sometimes that's rather the point. I wish I could remember names so this would actually have more weight, but some people (well, look at Crynus' post) have problems getting in due to strict guildmembers.
B )There shouldn't really be any difference between a novice that took a bit longer to decide and a novice who just went straight through.
C )Is there any real DISadvantage to having this in? Some people want to join a guild just for the skills, and a lot of guildmembers don't like that, but it's easy enough to do it if you chose just as you came in.

It shouldn't be a level thing, in my opinion, because some people just plain don't bash. But a Certimene like person for people who have played less than a day of online time, or something more like that for the restriction.

Make it only work if they're a freshman novice under level 21 who didn't join a guild when exiting the portal and hasn't been part of any guild before.

the problem with just using HELP bleh to get inguilded is that there is a limited number of people who can inguild. I mean, damn, a lot of the time in Aussie night time, I find myself the only one on. And I'm only little Undersec.
So either give more privs to lower guild members, which I very much doubt will happen, or do this idea, which I approve.
Just put it in the logs, bleh bleh has joined the guild via Dudewithabigpen.

Another point would be maybe to set up so you can join a City as a Rogue when you enter through the portal. I remember when I created an alt rogue who I wanted in Celest, I had to create him as a Celestine then quit the guild just so that I wouldn't have to go through loads of bother to get in the city. Call it bad RP if you want but the other way would have taken much much longer.
