The fact that only you can use your cameo seems more like the balancing issue. If anyone could use it, reincarnation would be pointless. You'd only need someone from your city (or even not, especially if you'd be willing to pay some gold) to give it to you for a second, because change is permanent.

I think that's a "suspension of disbelief" issue, kinda like how you're meant to believe it's possible for people to die even though people consistently...get saved by the Fates. You know.

I was speaking on a more OOC note. I'm well aware the helpfile says you are a changeling, period. And it's not a "50% chance". It's a genetics thing. In theory, a pure-blood changeling's children will either all be changelings, or will only have a chance of being a changeling - or may not have a chance at all, 'pending on the mate.
And, changelings aren't born with this innate knowledge of all things linguistic - if the Faelings suddenly started speaking Fae, would it make sense for a Changeling to suddenly learn Fae? Of course not.

Couple of ideas
WILD SCEPTER (Chaos, Vortex, whatever).
Point Scepter at somebody to have a random damage/affliction.
Rub Scepter to gain a random benefit/affliction.
The kicker:
* You never know what its gonna do, you can't control it.
* Randomized, can do really powerful stuff rarely, maybe even a thunderclap.
* Drawbacks--maybe anywhere from a 15%-25% chance of doing something negative--either defending/curing an adversary, or hurting yourself and/or friends.
* Chance of some harmless effects, illusions, etc. Or chance of some total chaotic thing happening. Anything minor like fish falling from the sky, to decaying all non-decayable things in the room, to a thunderclap affecting everybody including the wielder or turning everybody into frogs, or summoning 3 stainless steel goats.
ETHEREAL HURRICANE:
* Throw this on the Ethereal Plane, knocks everybody back to prime, random locations.
* Throw this on Prime, pulls everybody to ethereal, random locations.
* If random teleport is too powerful--puts the entire crew into one area, but knocks everybody into the sky.
PLANAR ROOT SCEPTRE
* Point at victim, victim can't teleport, summon, tesseract, transverse, or use artifacts like a cubix or prisim for a few minutes. This will also prevent others from using the ability on the victim. Affects everything except divine portals and other divine teleportation.
QUIET PLEASE SIGN (for lack of a better term).
Prevents anybody from Yelling or Shouting in a room.
THE GREEN MAN'S BAG
* Causes a gas to enter the room.
* Gas makes everybody suffer from alcohol intoxication, including wielder.
* Short-term, but is fun for combat purposes.
THE EVERFULL MUG
* Bottomless mug of special alcohol.
* Even one sip makes you moderately drunk as well as knocks you prone.
POLYMORPHIC PHYLACTERY
* Aim an another person, turns them to a random race for 5 minutes. Will only work once on an individual during that time.
* Great to negate racial abilities.
THE THEIVING PURSE
* User gets something from the purse.
* Purse teleports a random object from somewhere. It can be an herb on the ground, an object in somebody's pack, rift, or something else from somewhere.
* Will not take gold, quest items, or artifacts. Can't take anything being worn or wielded. Anything else is up for grabs.
* Can only take 1 of a group.
* User can request something, and has a random chance of getting it based on value.
* User can put something into the purse, and it gets teleported into a random pack, bag, or something else.
APPORT BAGS
* Can LINK to another user's bag.
* User can SEND something into the bag, no matter where they are in the cosmos. The object is teleported to the other user's bag.
* Good for getting badly needed cures, gold, or something critical.

Make it so you can put gold into it off balance/equilibrium? Just can't do it while stunned... so if stunned/blackout, you might still lose gold, but otherwise you can be relatively safe. And it doesn't take anything EXCEPT gold, so this offbalance trick only works for that.
Of course, it may cost more than 50 credits with that. And take a bit of extra coding.

That'd cost a lot more credits. Generally everything has a way to counter it (and the few and notable exceptions, like demesne summons, are an endless source of complaints). It's just about making it harder.
