Yes, dwarves are too powerful, with all of like three dwarves in existance. Seem really popular don't they?
They are a bit less tanky then Igasho, but with a little more intelligence and no eq penalty. Nerf the Igasho too! Seriously now. They aren't really any better then Igasho, but then you don't see any Igasho, and since Narsrim and Tuek are dwarves, "Omg, it must be the source of their power!"
And Thorgal, your idea for Lusterniazing them would make them one of the weakest races, well below Taurian, Igasho, Tae'Dae, Krokani, Orchlach and all the other lesser used races.

1. Igasho have level 2 slower balance, and level 1 eq penalty. They also have -3 intelligence, and a lot more size.
2. No one has claimed that it is your source of power, Narsrim is level 80 something.
3. They'd be one of the weakest intelligence based races, yes, but not one of the weakest races. They'd still be an excellent warrior race with all their resistances.

They'd make horrible warriors. Only 14 strength, 14 constitution, and really poor intelligence for surge, coupled with a balance penalty and experience penalty.

+2 flex +1 geburah +2 lich....
Thats plenty strong, the balance penalty isn't all that bad, especially if you are a power knight

for tankiess i'd go dwarf, its only 2 point of intelligence which doesn't add all that much to tankiness, maybe 400 hp at 5k?
the extra sip plus physical resistance are way better, especially when stacked on fullplate and putre

I also think they should base race stats on the proportion of that race that should exist in Lusternia. So you have an Elfen commune, so that means there should be a lot of Elfen there, so they get a specializations if they are in guilds there, check. That is what the Divine intended, was for certain races to be dominant in certain locales and in the right amount.
Krokani are supposed to be rare, due to their infertility. They thusly don't have the greatest stats, and therefore a rare race to be seen as they should be.
Then you have Trill, another rare race, due to the fact that the majority of Trill are trapped in time in Hallifax, and there weren't much Trill outside of it, so they have very few numbers. Again makes sense. When Hallifax is opened, Trill will get a specialization, and there will be suddenly many Trill players, putting the numbers on line now that the race has been freed and allowed to thrive again.
Now let's examine the Dracnari, they are in the same exact situation as the Trill, there should be very few of them due to the majority of the race being locked away in Gaudiguch. This is not so, the stats are too good, and therefore they have become a popular race. By this logic they should be downgraded.
Then you have the Dwarves, they have two thriving Mining villages full of them, yet there are very few dwarf players (Narsrim and Tenqual are the only ones that come to mind). By this same logic they should be upgraded so that the proportion of dwarves falls in line with the expected amount.
Just a thought is all.

And faelings? What about faelings? There should be a thousand of them in the commune, give then 19 on all the stats to see if people overcome the ridicule of having butterfly wings and being fly size

There is a very high percentage of them in the Commune actually. The additiona of the level 3 balance which was an oversight will make it even more so.

A lot of Dracnari went into the deserts, though, pilgrimaging to it as a holy place. =\\ It was in the histories - I think even one of their Council started the whole exodus.

Still, it wasn't in great numbers, but certainly more then the Trill. They just have the small nomad encampment and the enlightened Dairuchi village, which is also supposed to be particularily small.
Edit: A large percentage of the population is still trapped in Gaudiguch.

Still, it's a lot more than the trill. A LOT. We're talking a nomadic camp of the survivors of Gaudiguch, and then Dairuchi, which are a lot of the pilgrims. A town and a roving camp versus a stationary camp, filled with a few trill and a couple lucidian. =\\
