From what I know about the dealings between Rhysus and Gregori, and Daevos and Gregori, I can't say Gregori is an impressive leader..though he does have some good methods as well.

The only leader I've found to be impressive so far in Lusternia would have to be Chade. Chade was a great leader, he got it all right.
