Having players not able to follow you makes it weaker than teleport? It would still allow us instant movement, it just wouldn't mean one person flows in, and the 5 people following can all attack instantly.

perhaps put the same requirements on ghost as flow, as both lose corpeal form and gain it back. That way ghosts disadvantage would be willpower, being able to be trapped, power cost, and flows would be having to be in forest and not have the other disadvantages of ghost

All that really needs to happen is that you can't follow a flow.
See, then it would be like a teleport, except you use the eq at the end rather than at the beginning. (The eq regain would have a cap, no mugwumps messing it up.) Only it would work to forests instead of things.
Oh, and you'd never be able to hide a flow. For invisible people it would be like "The undergrowth rustles suspiciously behind you." or something.

Players not being able to follow would be quite enough to limit the offensive advantage of the ability (if that is even necessary).
The defensive uses of flow are fine, including escape.

Denizens do NOT follow with other unfollowable transport, they don't follow with hermit for example.
