Not use them, but you need alchemy to charge them. Without that, they don't do anything. One salt/sulfur makes one vial full of salt/sulfur, which you can then sprinkle. It takes 1/2% of power to make.

A faeling with salt and sulfer taking balance would not be any faster than a mugwump hartstone with circle.
And an aslaran wouldn't be any faster than any mugwump with pentagram/circle at all...

Actually...
You should know that certain things like Web/Circle are capped. Sorry. If I invoke circle as a Mugwump, it isn't noticeably faster then as a Dwarf. Also, since the change to Moonburst (lowering the speed, causing no worthwhile difference between Dwarf and Mugwump), I have remained permanently a Dwarf.
Certain things just don't get faster when Equilibrium and Balance bonuses are applied, and just shouldn't for good reason.

Ok, just switched to Mugwump from a Dwarf, testing on both, here is what I found.
Dwarf Nullify = 2.6 seconds
Mugwump Nullify = 2.6 seconds
Dwarf Circle = 4 seconds
Mugwump Circle = 3.6
So it's the same on Nullify, but a scant .4 seconds faster with circle with a level 2 faster equilibrium. That difference in .4 seconds won't make much of a difference due to latency.
Edit: I would have tested a web enchantment, but I'm out. I remember last time I tested though, it was identical.

Heh.. A vengeful Alchemist should be able to use a whole bunch of salt and salt the ground, slowly killing off the plants in the room until it is tended to. And sulfer vials could be thrown at people, exploding and creating a gas cloud which gives off foul odor and blinds and dizzys if you stay in there too long, dissipates after 80 seconds?

For the idea of killing plants, any aquamancer (if they meld) or geomancer can do it...

Not in Glomdoring, well the Geomancer anyway, since it makes it Tainted Forest, not Taint. The Sulphur Vial should be like a poison cloud in Geomancy, except only one use.
