In the case that the city state the offending party is a member of will not take action against their members, either because their law does not allow it, the issue is complicated, or they're just plain lazy, the offended city state should take measures against the offending party themselves (of course after initiating diplomatic dialogue with that other city) this happens quite often in the case of enemying I think. If the city the offending party is a member of takes offence at this and declares war, well, that sounds like a bad case of justification.
Perhaps I am just too optimistic, and players will never be able to settle their differences in any other way then being at each other’s throats. But I believe it can very easily be done, as long as there are enough people who also feel that the constant raids and wars are just a waste of power and impediment of progress.

I think a lot of the time the cities and communes don't take action because the people that need to be brought into line are valuable resources as fighters. It's the age-old conundrum: someone with the killer instinct is usually the same kind of egomaniac personality that will be a loose cannon.
We've kicked Munsia out like four times but it never sticks -- she simply behaves just long enough to get let back in because she's a valuable resource. And she is: she can be afk and still able to kill better than half the people out there, because that's just how demesnes work.
So when she takes it upon herself to redefine the bounds of any given treaty so she can break it, any efforts to slap her for it grind to a stop because it only takes one or two people defending her on the basis of that she's necessary for commune defense, villages, etc. and the whole thing gets mired in the mud.
Every city and commune has at least two people like that. Until skills get balanced properly, it'll inevitably remain that way. Even after they get balanced, it'll still be like that somewhat, because of the psychology factor (egomaniac loose cannons tend to make the best fighters).
