You can't delete Morrigana, as far as I know according to IRE policy, anyone who is a customer cannot be deleted unless they request it, but they can be shrubbed.

Hate to say it, but that's character sharing by the definition they've given us. Regardless of if it could've been done another way, it wasn't, and that makes it illegal.
Edit: I do sympathise though. I think the charactersharing/multiplaying rules are way excessive. I lost 600k of gold because I mailed it to an alt, even though every last coin was from selling credits. But the rules are the rules.

That would be HUGELY bogus if shrubbed or deleted or punished for this... especially since they have made it quite clear that they werent trying to break any rules.

It doesn't matter if they were trying to break rules or not. Help multiplaying pretty clearly states you can't give a character to another. And if you really want to get into intent, the intent was to get free lessons for friends while buying credits.

Which people do all the time through many different means (mentoring, etc). Let's not single out Richter and make an example of him just because he's more well known than others.

Should the rules be changed to adjust for this kind of situation...yes, I believe they should.
The identical outcome could have been achieved by a "legal" means. The only real difference is that by this slightly illegal method, Richter was guaranteed his credits returned to him. Having had 300 credits stolen from myself by a mentor in Achaea (who I'd known and trusted for well over four months), I sympathize with Richter on this.
In the end, regardless of how the rules are officially stated now, a God will have to make the decision on how to handle this. I hope change comes of it, not punishment.

I'm not singling Richter out, merely saying that there needs to be a consistent enforcement of the rules. Either you're breaking 'em or you're not.
Your argument about an "identical" outcome is the same battle I fought back when I got in trouble. I mailed 600k instead of transferring 300 credits. Under the credit market, it didn't make a difference which of my chars sold the credits, it just happened to be my main. The only difference between selling 'em on my main and on my alt would've been my alt having 100gp more(no letter cost!). My actions were a different variety of violation, but a violation nonetheless. They stripped me of the 600k, deleted my alt, and shrubbed me for two weeks. Did it suck? Yeah. But it was a punishment I earned
Now, I do agree with you. If it comes down to it, I'd rather see help multiplaying adjusted when it comes to petty things like this and the issue I got hammered for. I think that the rules in both cases are just unnecessary. But there does need to be equal enforcement of the rules.
Sorry Richter, I sympathise. It sucks, but mistakes happen, best thing to do is admit you broke the rules, accept whatever punishment you get, and move on.

Yes, we should be consistent; however, this one case is borderline in that the alternate was never played and was never meant to be played by Richter; rather, according to IRE, he just created the alternate and used it as a 'placeholder' for the name he wanted for his son. It SHOULD have been that the person who meant to play his son would create the character but, again, this is extremely borderline BECAUSE Richter never actively played nor meant to play this second. Therefore, we're going to look the other way.
However, this has prompted an internal IRE discussion regarding newbie bonus lessons and credits, which will probably be changed so it is no longer beneficial to purchase credits on seconds and transfer them just to get extra lessons.
(In Visaeris' case, he was actively using both characters and transferring gold and goods is considered a breach of seconds. BTW, Visaeris, your alternate was never deleted, just shrubbed the same amount of time you were.)

I don't agree that I was actively using both characters, unless you consider the 5 minute period where I mailed it from my alt back to Vis("eh i'll give Vis another shot") and then mailed it back("screw vis he's toast anyways") active
But meh, oh well.

If you registered and answered the questions truthfully, my guess is that you would email support. They can obviously see which characters are registered to who, and can undoubtedly give that information to the registered player.
