I'm sort of surprised it hasn't been like that from the beginning, so its not a huge loss, in my opinion.

Can you still flow and wisp regardless whether it is tainted/healthy forest?

There's a bigger picture that is being missed. If it were otherwise then it'd encourage Magnagora/Glomdoring teaming. For example, if it remained forestal then it is highly likely that Magnagoran raids would have some Glomdoring...? What do you call someone who lives in Glomdoring? Anyway... You'd likely have some of those folks waiting in the wings to wisp Magnagorans out if the raid ends up going bad or flowing in to provide reinforcements. As it is now, if a team of the two cities goes in and the Geomancer uses his skills then it prevents the Blacktalon druids from flowing out to escape or calling on Shadowdancers for rescue. So there is an opportunity cost to this for Magnagora as well.
