They've obviously used the word as a catch-all for cities and communes .

The fact that it specifies "and only cities" makes me wonder, though. Who else is going to make one? Villages? (Manses weren't around at the time!)

I think that file, or at least part of the file, is a carry-over.

That line was probably added so people like Richter couldn't think to make their own on top of a hill where they could sit on their piles of gold.

Race/class has a lot to do with it. I can't even solo BASIC astral on my own, this at level 72 with trans moon, wicca, healing, the rest of it. Decent greatrobes, mercy. ****ing teaming mitrans.

Hahaha, I did it as a Single-Trans Shadowdancer, with no armour, and my regens.
