I was thinking similar things about the Luciphage and decided to change the way the Luciphage works. Now he can see the Elohora and the Soulless, but he doesn't know which one is which.
The way I see this working is that after the Luciphage discovers several yesses, he has to try to reveal himself to one or more of them in the hopes that they're Soulless and not Elohora. That way if he guesses correctly he can have them kill her off, but if not then the Elders can lynch him.
It would also make it more interesting because if the Elohora had a proxy (the way we had our network of Elders last game) and didn't have to speak herself, then the Luciphage would have a difficult time communicating to the Soulless without giving them all away. I.E. a list of 'yes' people would hurt them more than help them.
And no, the Luciphage doesn't protect anyone, since that would work against the Soulless.
In regards to the Tzaraziko, I don't picture it taking the role of the Soulless more than once in a 15 round game. Most of the time it will be a random Elder function like protecting an extra person, or reassigning the Mangora. If Tzaraziko gets one of the functions of Elohora or Luciphage then both Tzaraziko and the others will get info/protect people.
