While America does not give as much money based on its GDP as some other countries, it gives aide to every corner of the globe. Many countries would not be able to exist without the aide America gives it.

It requires countries to have an increase of Democracy, a Trasnparent government, and show a genuine intrest in cutting down on corruption before a country is elligable. So far only Madagascar has fuffilled those oblications.
