so any admins know if it actually is bugged, or did i just reach the spawn limit i could on the orcs?

Your being able to collect keys was due to others opening gates and then not collecting the key, being able to give it over and over to the gatekeeper wasn't so much a bug as me not considering when I wrote it that anyone would try to summon the orcs more than once. You actually didn't increase the number of orcs at all, but for the sake of not wasting keys I've changed the quest so that gatekeepers will refuse them if they've already released the orcs.
