Namechange should really show up in guild logs so we are capable of tracking who changes what. This is a feature in Achaea, and it helps a great deal:

Always makes me wonder/worry a bit when a badly named novice needs to be powerblocked but is no longer a character ... or when I'm checking the guild status of the new guild novices to add to my list of who to track. If they've suicided or neglected to register and disappeared that's sad; if they've gone sneaky and are wandering around unknown and unnoticed, that's not good ... whether they're true newbies or not.

But if they quit the guild/city before namechanging, it won't help anyway.

If they quit the guild/city, then there is no problem. We don't need to find out who they are if they have no association with us. Yes, I see where you might be going, that a bad newbie might do bad things, quit then namechange to rejoin, but that doesn't happen often if ever.
