I've not seen partially damaged limbs much before, so I tried to cure it... apparently someone told me regeneration was the appropriate cure, but before that I tried a few things...

Mending told me it didn't cure it, but quite clearly it did. Is this intended and has anyone else noticed this?

I've seen the partially damaged arm show up when it shouldn't show up, like in a recent test in the arena where I was hitting only my partner's head and he had a damaged arm somehow. It seems to be a mysterious little bug.

Yes, regeneration cures that, but I've noticed that whether it is cured or not, it doesn't make a difference, save for adding an extra limb for regeneration to work on.
I heard it was a bug, but I don't know, you can still use your arm I believe.

how do you get partially damage limbs in the first place? Its a bug that you get it.

A wound in Pureblade can give it.

Nah, I got it once long before new specializations. I don't remember how I cured it or got rid of it, just that I had some trouble to remove it.

That is Amputate Arm, which has completely different messages and diagnose lines. Partially damaged arm is a bug, it can even be given by Dendroxin in which the system recognizes you as having a crippled arm, but diagnose shows you as having a partially damaged arm so you can't use your arms until you do regeneration + mending.
