I found all of my children in game, I've never found it that hard. Usually if I find someone that I like (yes, I did scout for them, generally I looked for youngin's in the guild or city who showed a lot of promise or that I really liked) I would ask them if they knew anything of their past, and message them asking if they were looking for a family, etc.
