1. We need a cartel ability that lets you view the cartel's designs, if they choose to make them public.
CARTEL DESIGNS PUBLIC- Lets people see it in the clanhelp, or when they do CARTEL *blah*
CARTEL DESIGNS PRIVATE- Default setting. Lets only cartel members see.
2. If you belong to a cartel but do not have that tradeskill (I'm in a tailoring cartel and about to be in an artisan) you should be able to view the designs, even though you cannot make them.
