I was thinking, to help people who are invariably enemied to quite a few places, make Avechna offer "diplomatic grace" at a cost of karma. It acts as divine grace, but with a few additional limitations. People who want to explore or quest can go into enemy territory and do so. Then, to drop grace you must return to Avechna (this prevents waltzing into enemy territory, dropping and then attacking everyone around). I would outline the idea completely, but it's really freshly formed in my mind...

Also, it would give a teleport target for people to raid a village.

Diplomacy and Amnesty in Influence don't protect you from guards.

Also, if your enemied to the village, grace is not going to stop the NPCs from ignoring you and telling you to leave.

Some quests require you to kill stuff also.

There are too few people with Amnesty willing to market the skill as it is. I have to ask for about 3 hours before I find a willing person usually. And as for teleportation, make it impossible, like with grace of innocence.

And amnesty would lose some usefulness, seeing as how it unenemies you from the place. So, er, Pikachu, it should in this case protect you from guards, because they won't be after you.

Neat idea, a tad more expansion on it would be good when you think of more.

Ricther, I think Pikachu means that if your enemied to Magnagora, Amnesty will not stop the Magnagoran guards from killing you, but even if you are enemied to the village, and not Magnagora, the guards will Not attack you.

In that case, that is correct. It's not uncommon to be enemied to a village and not the controlling place though.
